About GiveDirectly

GiveDirectly is an international organization that provides direct cash transfers to people living in poverty.

In Mozambique, the organization implements large-scale unconditional cash transfers in Nampula Province, is expanding a national cash transfer program in partnership with the Government of Mozambique, and is developing MobileAid, a rapid cash-response model for emergencies.

About the Program Manager role

The Program Manager will be responsible for the end-to-end field operations of one or more GiveDirectly programs in Mozambique.

The position involves managing enrollment and payment operations, leading field teams, coordinating with telecommunications and mobile money partners, working with government representatives and community leaders, and identifying operational and safeguarding risks.

The role also requires the ability to work independently and move between strategic planning and hands-on field operations.

Key Responsibilities

The Program Manager will be expected to:

  • Lead enrollment, verification and payment operations;
  • Set and monitor operational targets;
  • Improve enrollment and recipient-experience processes;
  • Coordinate with mobile money and telecommunications partners;
  • Monitor operational and fraud risks;
  • Ensure safeguarding standards across field operations;
  • Monitor security conditions and adapt field plans when necessary;
  • Use data to monitor performance and support decision-making;
  • Maintain program documentation and knowledge-management materials;
  • Recruit, train and manage field staff;
  • Develop staff capacity and support professional growth;
  • Build relationships with government institutions, donors, telecom operators and community partners;
  • Represent GiveDirectly in coordination forums;
  • Support partnership and fundraising activities;
  • Contribute to project proposals and donor reporting;
  • Participate in the development of new programs and technology-enabled solutions.

Requirements

Candidates applying for the Program Manager position should have:

  • At least 5 years of management experience;
  • Experience managing teams, preferably including managers;
  • Strong project management skills;
  • Strong analytical and data skills;
  • High proficiency in Excel;
  • Ability to work independently and make decisions with limited supervision;
  • Strong written and verbal communication skills;
  • Fluency in Portuguese and English;
  • Ability to work in both rural and urban environments.

Experience in cash transfer programs, social protection, humanitarian response or related fields is an advantage.

A Master’s degree is preferred.

Profile

The role requires someone comfortable managing teams, analysing data, solving operational problems and working with different stakeholders.

Strong communication, problem-solving, project management and follow-through skills are particularly important for this position.
